On November 24–25, 2025, representatives of the Research Service of the Verkhovna Rada of Ukraine and the Secretariat Staff of the Verkhovna Rada of Ukraine participated in the seminar "Partnership for the Reconstruction and European Integration of Ukraine", held in the Senate of the Republic of Poland.
The discussions focused on key areas of Ukraine’s European integration and reconstruction, including:
· European experience in parliamentary oversight (how to increase the effectiveness of monitoring decision implementation);
· Ukraine's participation in EU programs and policies (practical steps for synchronization with the European Union);
· Security and defense: effective work of committees in the defense sector;
· Reconstruction: the key role of infrastructure in the country's recovery;
· Strengthening the Parliament's role in the European integration process.
Special attention was paid to the needs of Ukraine's parliamentary institutions in analytical support for legislative activities and adapting Ukrainian legislation to the European Union acquis. In this context, representatives of the Research Service of the Verkhovna Rada of Ukraine – Advisor to the Head of the Research Service Andrii Vitrenko, Chief Scientific Consultant of the Department of National Security and Law Enforcement Maksym Hrebenyuk, and Chief Scientific Consultant of the Department of Economic Development and Financial Policy Andriy Lapinskyi presented the priority areas of their work and approaches to analytical support for legislative changes that are crucial for European integration.
As part of the event, the Ukrainian delegation met former Marshal of the Senate of the Republic of Poland, Chairman of the Committee on Emigration and Contacts with Poles Abroad Bogdan Borusewicz, and the Chairman of the Senate Committee on National Defense, Mirosław Rożanski. A series of working meetings were also held with representatives of Polish scientific, governmental, and business institutions, including the management of the Łukasiewicz research institute network, the Polish-Ukrainian Chamber of Commerce, and the Orlen company.
The visit contributed to strengthening inter-parliamentary cooperation and planning new joint initiatives to support Ukraine's reforms and accelerate European integration.
The Ukrainian participants were invited to Warsaw with the support of a member of the Senate of the Republic of Poland, Professor Kazimierz Michal Ujazdowski, and the Fundacja dla Nauki (Foundation for Science) non-governmental organization, as part of developing the Memorandum of Inter-Institutional Cooperation.
