The Research Service has joined the discussion on the AI dilemmas in parliaments

At the invitation of Jesús Gómez, Co-Director of the European Centre for Parliamentary Studies and Documentation of the Parliamentary Assembly of the Council of Europe, Olena Bielova and Iryna Batina, employees of the Research Service of the Verkhovna Rada of Ukraine, took part in the seminar "The Dilemmas of Artificial Intelligence in Parliaments: Unlocking the potential of artificial intelligence and addressing related challenges in parliaments," held on 16-17 October in Brussels.

During the event, representatives of European countries discussed what happens to a state's democracy when ‘intelligence, meaning and even reasoning become automated.’

The Ukrainian delegation presented analytical and informational materials on the regulatory framework for AI technologies, prepared by experts from the Research Service of the Verkhovna Rada of Ukraine, as well as a report on "Artificial Intelligence in Public Service: Ukraine's experience," highlighting Ukraine's achievements in training civil servants using artificial intelligence platforms and demonstrating how Ukrainian public servants are already applying AI technologies in their daily work. The effectiveness of AI tools for raising awareness and improving their performance in the future was also analysed.

Ukrainian speakers emphasised that despite the potential of AI, cybersecurity must be strictly adhered to, and the success of AI implementation depends on recognising that it is primarily the responsibility of people, not software. This requires constant human oversight (Human-in-the-Loop) and ethical governance to ensure that technology enhances rather than replaces democratic processes.
