The Research Service Activity in the Field of Professional Development
(improvement of qualifications)
In accordance with the Regulation on the Research Service of the Verkhovna Rada of Ukraine approved by the Decree of the Chairman of the Verkhovna Rada of Ukraine of August 11, 2022 No. 438, the Research Service conducts professional training (improvement of qualifications) of people's deputies of Ukraine, employees of the Secretariat of the Verkhovna Rada of Ukraine, assistant consultants of people's deputies of Ukraine, and also, on a contractual basis, provides educational services to representatives of public administration, local self-government bodies and other individuals and legal entities.
Organisational support for the educational process is provided by the Training Centre, which operates within the structure of the Research Service on the rights of a department.
The main areas of educational activity of the Training Centre of the Research Service of the Verkhovna Rada of Ukraine are as follows:
1) conducting of trainings, master classes, special courses and seminars, with taking into account practical needs determined by the Secretariat of the Verkhovna Rada, as well as on a contractual basis upon the request of state authorities or bodies of local self-government;
2) organisation of professional development (improvement of qualifications) for people’s deputies of Ukraine; employees of the Secretariat of the Verkhovna Rada of Ukraine, assistant consultants of people's deputies of Ukraine; on a contractual basis – for representatives of state authorities, bodies of local self-government, and other legal entities and individuals; take part in organizing internship programs of the Secretariat of the Verkhovna Rada of Ukraine for young citizens who do not hold public service positions;
3) involving of professionals from higher education or academic institutions, representatives of public authorities, local government bodies or experts on a contractual basis to conduct training events.
Functions of the training centre of the Research Service:
- development of educational and training syllabuses and plans;
- development of educational, methodological and information materials.
- defining the level of professional competences of participants in professional training (advanced training) and internships;
- determination of the needs and priority areas (topics) of vocational training (advanced training) of customers in educational services;
- interaction with national research organisations and centres, libraries, higher education institutions on issues of professional training (advanced training);
- organisation and holding of conferences, seminars and other scientific and educational events and expert discussions on issues related to the activities of the training centre.
