Participation in the activities of working groups established by the Verkhovna Rada of Ukraine and its bodies

- Within the framework of the subgroup "Parliamentary Reform" of the working group on public administration of the National Council for the Recovery of Ukraine from the War, employees of the Research Service took part in the meeting of the working group where the issues of bringing the Rules of Procedure of the Verkhovna Rada of Ukraine in line with the Constitution of Ukraine were discussed, and they submitted relevant proposals.

- The issues were worked out related to the creation of a system of military justice and military police in Ukraine within the framework of the working group of the Committee on Law Enforcement, in particular, on the development of a new draft law on military police.

Employees of the Research Service joined the working groups formed by the committees of the Verkhovna Rada of Ukraine, in particular on the preparation for the second reading of 8 draft laws.

Employees of the Research Service prepared materials and made reports at the meeting of the Temporary Investigative Commission of the Verkhovna Rada of Ukraine for the investigation of facts of corruption at state enterprises, institutions, and organizations of the National Academy of Agrarian Sciences of Ukraine.

 

Expert Discussions

Employees of the Research Service in cooperation with the committees of the Verkhovna Rada of Ukraine took part in expert discussions of topical issues of law-making activity of the Parliament (they prepared materials, made reports and presentations of their own research).

The following ones were among them:

- round table "Legal monitoring in post-legislative control: from theory to practice" (in cooperation with the Research Institute of Lawmaking and Scientific and Legal Expertise of the National Academy of Legal Sciences of Ukraine joined by Members of the Ukrainian Parliament and the leadership of the Secretariat of the Verkhovna Rada of Ukraine); 

- expert discussion "Improving the institutional capacity of parliamentary committees as a key to optimizing the legislative process" (joined by Ukrainian MPs - members of the Committee on Legal Policy);

- expert discussion "Post-legislative control as an effective tool for evaluating legislation" (organized by the USAID Program "RADA: The Next Generation" and joined by representatives of the committees and leadership of the Secretariat of the Verkhovna Rada of Ukraine);

- expert discussion of the provisions of the draft Law of Ukraine "On Service in Local Self-Government Bodies" (reg. No. 6504) (Committee on the Organization of State Power, Local Self-Government, Regional Development, and Urban Planning);

- round table "The level of pension provision in Ukraine and EU countries" (Committee on Social Policy and Protection of Veterans' Rights); 

- meeting of the Committee on Social Policy and Protection of Veterans' Rights on the results of the analysis of the practice of applying the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine on Improving the Legal Regulation of Remote, Home Work and Work with Flexible Working Hours" dated February 4, 2021;

- round table "Problems and prospects for the development of medical education in Ukraine: modern challenges" (Committee on Public Health, Medical Assistance and Medical Insurance);

- round table "Development of public participation in the process of forming power decisions at the level of local self-government", in the frames of which the draft law "On Amendments to the Law of Ukraine "On Local Self-Government in Ukraine" and other legislative acts of Ukraine regarding people's power at the level of local self-government" (reg. No. 7283) was discussed (Committee on the Organization of State Power, Local Self-Government, Regional Development, and Urban Planning).
