The Research Service of the Verkhovna Rada of Ukraine has prepared a parliamentary study on the development of the fisheries sector in the context of European integration. The study examines changes in the regulation of fisheries and aquaculture associated with the implementation of European Union law, particularly the requirements for ensuring the traceability of fishery products.
Particular attention is paid to the current state of Ukraine’s fisheries sector, the challenges arising from European integration, and measures aimed at improving the effectiveness of public administration in this area. The study analyses international standards and EU legislation on product traceability based on the “from net to consumer” principle, the digitalisation of state control, measures to combat illegal, unreported and unregulated fishing, and the application of proportionality and risk-based approaches.
The study also reviews the experience of Poland, Lithuania, Croatia, Romania and Bulgaria. Based on the comparative analysis, it identifies practices that may be relevant to Ukraine, including the integration of electronic registers and digital services, ensuring end-to-end product traceability, developing electronic document management, strengthening inter-agency cooperation, and using financial instruments to modernise the fisheries sector and develop aquaculture.
