The Research Service of the Verkhovna Rada of Ukraine was established in accordance with Article 7 of the Rules of Procedure of the Verkhovna Rada of Ukraine with the aim of implementing measures to increase the institutional capacity of the parliament by renaming the Institute of Legislation of the Verkhovna Rada of Ukraine and changing its functional purpose in accordance with the Decree of the Chairman of the Verkhovna Rada of Ukraine of August 11, 2022 No. 438. The Regulation on the Research Service of the Verkhovna Rada of Ukraine was also approved by this Decree.

The Research Service is an institution that carries out scientific and research, informational and analytical support for the activities of the Verkhovna Rada of Ukraine, its bodies, MPs of Ukraine, parliamentary factions (MPs groups) in the Verkhovna Rada of Ukraine, as well as professional training for MPs, employees of the Secretariat of the Verkhovna Rada and assistants-consultants of MPs.

In order to fulfill the assigned tasks, the experts of the Research Service shall:

– elaborate scientific concepts for the development of legislative regulation of public relations;

– conduct scientific research on the legislative regulation of public relations;

– conduct case study analysis on issues related to the development of draft laws that are under consideration in the Verkhovna Rada of Ukraine and other topical issues of state policy;

– provide informational support to officials in the Verkhovna Rada of Ukraine and people's deputies of Ukraine;

– scrutinize the implementation of the adopted legislative act;

– take an advisory part in drafting the legislation of Ukraine pertaining to the most important issues for the development of society and the state, as well as in preparing the draft Plan of legislative work of the Verkhovna Rada of Ukraine; monitor the implementation of the Plan of legislative work of the Verkhovna Rada of Ukraine;

– perform an express analysis of the risks of draft laws registered in the Verkhovna Rada of Ukraine;

– summarize the results of activities of the Verkhovna Rada of the respective convocation.

Successful realization of the tasks, imposed on the Research Service, demands its systemic development and improvement, modernization as well as defining its strategic course. To optimize the Research Service mission completion, there has been developed the Strategy for the Development of the Research Service of the Verkhovna Rada of Ukraine until 2027 – a document defining the principles, development trends of the Research Service for five years, its objectives, tasks, fulfilment stages, expected results, performance monitoring and control.
