Post-legislative Scrutiny control as ex-post impact assessment of legislation by parliaments: studying the experience of committees of the Verkhovna Rada of Ukraine

On October 17, 2024, employees of the Research Service Iryna Humeniuk and Tetiana Barabash took part in the practical seminar "Post-legislative Scrutiny control as ex-post impact assessment of legislation by parliaments: studying the experience of committees of the Verkhovna Rada of Ukraine" within the framework of the USAID Rada: Next Generation Program with the support of the Westminster Foundation for Democracy (WFD).
The purpose of the event: exchange of experience by representatives of the Verkhovna Rada committees, who assessed the effectiveness of laws adopted by the committees, applying the methodology of post-legislative control, and discussion of the prospects for applying PLS procedures during parliamentary control.
Useful experience has been gained for the Research Service in view of the fulfilment of the task of legal monitoring provided for by the Regulations on the Research Service, and the development of methodological recommendations for assessing the effectiveness of the legislative acts’ implementation.
