Energy Regulators in the EU: Best Practices

As part of the cooperation between the Research Service of the Verkhovna Rada of Ukraine and the Estonian Centre for International Development (Tallinn), an educational webinar titled Energy Regulators in the EU: Best Practices was held.

The guest speaker was Märt Ots, PhD in Energy Engineering and Director of the Estonian Safety Investigation Bureau.

During the webinar, participants explored the experience of Estonia and other EU Member States in establishing and operating independent energy regulatory authorities, systems of tariff regulation, ensuring market competition, and preventing abuse of dominant market positions.

Particular attention was given to comparing administrative and collegial regulatory models, drawing examples from both the USA and European countries, and discussing the principles of independence of National Regulatory Authorities (NRAs) in accordance with EU directives.

Participants gained insights into practical challenges in regulation, especially in the district heating and gas supply sectors, and learned about the importance of clearly defined mandates, adequate funding, and autonomy of regulatory bodies.

The webinar served as a valuable platform for sharing knowledge and best European practices, enhancing participants understanding of EU standards in energy regulation.

Simultaneous interpretation was provided thanks to the Ukraine2EU – EU Integration Support Programme for Ukraine, making the event accessible to a wider audience.
