Integrating a gender perspective into decision-making: opportunities and challenges

On December 4, 2025, the Department of Humanitarian and Social Policy of the Research Service held an expert discussion with the participation of international partners, the secretariat of the Verkhovna Rada Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories of Ukraine, National Minorities and Interethnic Relations, representatives of the academic community and civil society organizations, promoting the idea of equal rights and opportunities for women and men.
During the event, participants focused on issues of legislative support for equal rights and opportunities for women and men, the advantages and challenges of introducing gender quotas in Ukraine, and monitoring their compliance.
During the discussion, emphasis was placed on the need to implement the recommendations set out in the European Commission's Ukraine 2025 Report on EU enlargement policy and to carry out a set of reforms within the framework of the negotiation process on Ukraine's EU membership, as defined in the Roadmap on the Rule of Law.
Based on the results of the discussion, recommendations were formulated on improving the effectiveness of gender quotas, taking into account the specifics of the post-war reconstruction and modernisation of Ukraine, which will be taken into account by the Research Service while preparing analytical and information materials.
