Development of Parliamentary Research Papers on EU Foreign Policy and External Action

On 9 February 2026, an educational webinar entitled “Development of Parliamentary Research Papers on EU Foreign Policy and External Action” was held

The event formed part of a series of training sessions organised in cooperation between the Research Service of the Verkhovna Rada of Ukraine and the INTER PARES project.

The webinar continued thematic discussions dedicated to Chapter 30 of the EU acquis External Relations  and was aimed at developing systematic approaches to parliamentary analytical work in the field of EU foreign policy.

The speakers included:

  • Martin Kuta, Head of the General Analysis Department, Parliamentary Institute of the Chamber of Deputies of the Czech Republic;
  • Klara Ibrahim, Researcher and Coordinator for Interparliamentary Cooperation and Parliamentary Development Activities, Parliamentary Institute of the Chamber of Deputies of the Czech Republic;
  • Karolína Buňatová, Researcher, Parliamentary Institute of the Chamber of Deputies of the Czech Republic.

During the session, the speakers provided a detailed presentation of the Parliamentary Institute’s experience in preparing regular analytical overviews of the European Union’s Common Foreign and Security Policy (CFSP). Particular attention was devoted to:

-          the procedural foundations for launching a regular CFSP overview;

-          the structure and division of responsibilities within the research team;

-          approaches to identifying, coordinating and allocating thematic areas;

-          the drafting methodology and analytical tools used to ensure the accuracy, consistency and relevance of research outputs.

Special emphasis was placed on systematising the monitoring of EU external action and developing sustainable approaches to the preparation of parliamentary analytical documents in the field of external relations, an issue of particular importance in the context of Ukraine’s European integration process.
