European Integration: Improving Legislation on Integrated Border Management in Ukraine

The Research Service of the Verkhovna Rada of Ukraine has prepared an informational reference on integrated border management in the context of the consideration of the Draft Law of Ukraine (No. 15118 of 31 March 2026). The paper analyses key directions for improving the legislative framework in the field of border security, including strengthening border control, simplifying border and customs procedures, as well as implementing the EU acquis and recommendations provided within the EU4IBM project.

The reference emphasises that integrated border management is an important component of state security policy, aimed at countering threats such as irregular migration and cross-border crime. The draft law provides for amendments to a number of legislative acts of Ukraine, as well as the introduction of automated border control, improvement of verification procedures, and strengthening the liability of carriers. At the same time, it is noted that the proposed changes are aimed at harmonising Ukrainian legislation with EU law, in particular the Schengen Borders Code.
