Legal Boundaries for the Use of Artificial Intelligence in the Sports Sector in the European Union

The Research Service of the Verkhovna Rada of Ukraine has prepared an informational reference on the legal boundaries for the use of artificial intelligence in the sports sector in the European Union.

The reference examines the main areas of AI application in the sports sector and analyses key EU legislative acts defining the legal framework for its use. Particular attention is paid to the use of AI in sports management, sports analytics, officiating, fan engagement, and the development of grassroots sport.

The informational reference also highlights the risk-based approach to regulating AI systems, transparency requirements, the protection of personal data and privacy, as well as the application of EU copyright law to content created or processed using AI.

It further analyses the approaches of the European Commission and the International Olympic Committee to the use of AI in sport. In addition, the reference substantiates the need to improve the legal regulation of AI use in Ukraine, in particular by defining specific legal grounds for the use of AI in the sports sector, developing relevant methodological guidelines, updating personal data protection legislation, and introducing ethical standards for the use of AI in sports activities.
