The Institution of Parliamentary Immunity in Ukraine and the European Union

On July 9, 2026, the Research Service conducted a training session as part of a special short-term professional development programme titled “The Institution of Parliamentary Immunity in Ukraine and European Union Countries” for members of the Verkhovna Rada of Ukraine, employees of the Secretariat of the Verkhovna Rada of Ukraine, and parliamentary assistants.
The purpose of the training was to enhance participants’ knowledge of the institution of parliamentary immunity, its legal foundations, and the specific features of its implementation and functioning in Ukraine and EU Member States; to familiarise participants with the risks and challenges associated with the application of legislation on parliamentary immunity in law enforcement activities and ways to address them; and to develop practical skills in legislative work on these issues and in drafting relevant bills.
The training was conducted by Oleksiy Geselev, Candidate of Legal Sciences and Head of the Sector for Legislative Support of State Policy in the Field of National Security within the Department for National Security and Law Enforcement of the Research Service of the Verkhovna Rada of Ukraine.
