The Research Service of the Verkhovna Rada of Ukraine has prepared an analytical note on comparative legislation concerning the adaptation of Ukrainian legislation to European Union law in the areas of the permit system, accreditation, auditing, and training on occupational safety and health for workers engaged in high-risk work.

The analytical note examines current approaches under the EU acquis to occupational safety, based on risk-oriented management of occupational risks, employer responsibility, systematic employee training, internal controls, independent technical audits, and state supervision. At the same time, permit procedures in EU Member States are retained for certain types of activities associated with high industrial risks.

The note also reviews the regulatory models of Germany, France, Poland, Finland, and the Netherlands. It analyses approaches to technical expert audits, accreditation of inspection bodies, occupational risk assessment, technical supervision, preventive occupational safety management, sectoral self-regulation, and the organisation of employee training.

The analytical note further examines the current state and prospects of aligning Ukrainian legislation with the EU acquis and outlines areas for its further improvement, taking into account European approaches and the experience of the EU Member States covered by the study.
