Abstract. The analytical note examines the conceptual foundations and mechanisms of parliamentary control in the field of defence procurement. Based on an analysis of the experience of Germany, France, and the Great Britain, it explores the control powers of parliaments and their role in the planning and monitoring of defence contracts. Particular attention is paid to government reporting procedures, powers to block expenditures, and preventing financial risks (overpayments, delays).

The German, French, and British models of parliamentary control of defence procurement are analyzed, and their common features and national specificities are identified. Based on the findings of the study, proposals are formulated for adapting best European practices to improve the system of civilian democratic control over the defence sector in Ukraine in the context of implementing priority principles of defence policy and developing the national defence-industrial complex.
