Abstract. The informational reference examines the proposed strengthening of administrative liability for violations by non-resident foreign carriers of the rules governing cabotage transport operations within the territory of Ukraine, as envisaged by Draft Law of Ukraine No. 15496 dated 10 August 2026. The analysis assesses the Draft Law’s compliance with the Constitution of Ukraine, the fundamental principles of law-making, and current legislation governing administrative liability.
