The first meeting of the Steering Committee of COST Action CA25141 – FLARE (Futures Literacy for Anticipatory Societies – Management Foresight Systems Across Europe) took place in Brussels. The aim of this four-year international initiative is to bring together researchers, educators, public administration representatives and practitioners to develop strategic foresight skills, refine foresight methodology and strengthen its application in education and public administration.
Dmytro Starodub, Chief Scientific Consultant of the Foresight Sector at the Research Service, took part in the meeting as a member of the Management Committee representing Ukraine and as a representative of the Research Service of the Verkhovna Rada of Ukraine.
For the Research Service, participation in FLARE represents an opportunity to engage in international professional exchange, develop methodological and applied foresight tools, and expand its network of European experts. A key objective is to explore how these developments can be utilised in parliamentary analysis and strategic planning in Ukraine.
