According to Article 7 of the Verkhovna Rada’s Rules of Procedure, the Research Service of the Verkhovna Rada of Ukraine is an institution that provides scientific and research, informational and analytical support for the activities of the Verkhovna Rada of Ukraine, its bodies, members of parliament of Ukraine and parliamentary factions (parliamentary groups) in the Verkhovna Rada of Ukraine.

The Research Service also conducts professional training (improvement of qualifications) of people's deputies of Ukraine, employees of the Secretariat of the Verkhovna Rada of Ukraine, assistant consultants of people's deputies of Ukraine, officials of state authorities and local self-government.

To fulfil the task the Research Service shall:

elaborate scientific concepts for the development of legislative regulation of public relations;

conduct scientific research on the legislative regulation of public relations;

conduct case study analysis on issues related to the development of draft laws that are under consideration in the Verkhovna Rada of Ukraine and other topical issues of state policy;

provide informational support to officials in the Verkhovna Rada of Ukraine and people's deputies of Ukraine;

scrutinize the implementation of the adopted legislative act;

take an advisory part in drafting the legislation of Ukraine pertaining to the most important issues for the development of society and the state, as well as in preparing the draft Plan of legislative work of the Verkhovna Rada of Ukraine; monitor the implementation of the Plan of legislative work of the Verkhovna Rada of Ukraine;

perform an express analysis of the risks of draft laws registered in the Verkhovna Rada of Ukraine;

summarize the results of activities of the Verkhovna Rada of the respective convocation.
