Analytical note on comparative legislation regarding foreign experience in applying the European Convention for the Protection of Pet Animals, particularly with regard to tail docking and ear cropping in dogs

The analytical note analyses the main provisions of the European Convention for the Protection of Pet Animals and provides an overview of its ratification by the participating states. It reviews the European Commission's proposal for a draft regulation on the welfare and traceability of dogs and cats. The legislation of Austria, Bulgaria, Denmark, Latvia, Lithuania, Germany, Romania, Finland, the Czech Republic and Sweden is analysed with regard to the legal regulation of surgical operations to change the appearance of a pet or for other non-medical purposes, in particular tail docking and ear cropping in dogs, as well as the grounds for exceptions and liability for violations of established prohibitions.
