Abstract. The analytical note presents the results of an analysis of foreign experience regarding the functioning of the institution of military advisers to members of parliament, using examples from Algeria, the United Kingdom, Israel, Canada, Germany, the United States, France, and Croatia. Particular attention is paid to issues relating to the legislative regulation of the secondment of military personnel to positions of military advisers to members of the relevant parliamentary committees, in the context of the Draft Law of Ukraine “On Amendments to Certain Laws of Ukraine on the Engagement of Military Personnel in the Legislative Drafting Work of the Verkhovna Rada of Ukraine” (No. 15285 dated 1 June 2026).

Abstract. This informational reference presents the results of an analysis on the Draft Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Concerning the Protection of Employees’ Rights to Have Periods of Employment for Which the Single Contribution Has Not Been Paid Through the Employer’s Fault Counted Towards Their Insurance Record” (No. 15319 dated 11 June 2026). The proposed amendments to several Ukrainian laws concerning guarantees for the inclusion in the insurance record of periods of employment for which the single social contribution has not been paid due to the employer’s fault are analysed. Legal approaches to regulating this issue in the national legislation of certain European Union Member States (Germany, France) are presented.

Abstract. The analytical note presents the results of a comparative analysis of legislation on monitoring compliance with post-mandate restrictions on members of parliament. It examines the recommendations of the Office for Democratic Institutions and Human Rights of the Organization for Security and Co-operation in Europe (OSCE/ODIHR) and the Group of States against Corruption of the Council of Europe (GRECO) on regulating the post-mandate employment of members of parliament. European and international experience in addressing conflict of interest risks and the revolving door phenomenon, in particular through the introduction of cooling-off periods, is analysed using examples from Belgium, Bulgaria, Latvia, Lithuania, Slovenia, Croatia, the United States, Israel, the United Kingdom, Ireland, Austria, and France.

Abstract. The informational reference analyses the expediency of establishing administrative liability for public officials for violations of the legislation governing state aid to business entities in the context of Draft Law of Ukraine No. 15305 dated 8 June 2026. The study analyses the compliance of the proposed amendments with the current legislation of Ukraine on administrative offences, identifies potential risks associated with law enforcement practice, and formulates recommendations for addressing them.

Abstract. This information reference presents out the results of an analysis of the Draft Law of Ukraine “On Amendments to Paragraphs 3–9 of Article 15 of the Law of Ukraine ‘On Humanitarian Aid’ Regarding the Expansion of the List of Humanitarian Aid Provided to Recipients of Humanitarian Aid with a View to Meeting the Population’s Transport Needs Under Martial Law” (No. 15313 dated 9 June 2026). The paper analyses proposals to expand the list of assets recognised as humanitarian aid for municipal electric transport operators by including equipment for the maintenance and repair of tram tracks, equipment for the maintenance of the catenary system, emergency repair equipment, specialised equipment, and spare parts.

Abstract. The information reference examines the legal grounds for amending the Law of Ukraine “On the Prosecutor’s Office” with a view to aligning its provisions governing the prosecutor’s function of representing state interests in court with the requirements of the Constitution of Ukraine. These issues are analysed in the context of the proposals set out in Draft Law of Ukraine No. 15253 dated 15 May 2026.

The study analyses the compliance of the Draft Law, in addition to the Constitution of Ukraine, with the fundamental principles of legislative drafting, the relevant documents of the Council of Europe and the European Union, the decisions of the Constitutional Court of Ukraine, and the current legislation governing the organization and functioning of the Prosecutor’s Office. The study identifies risks that may hinder the proper implementation of the Draft Law in law enforcement practice and the achievement of its declared objective of improving the functioning of the Prosecutor’s Office and aligning its functions with the Constitution of Ukraine and the legal position of the Constitutional Court of Ukraine.

Abstract. This information reference presents the results of an analysis of the proposals set out on the Draft Law of Ukraine “On Amendments to The Law of Ukraine ‘On Compulsory State Social Insurance’ Regarding the Strengthening of Social Protection for Certain Categories of Insured Persons” (No. 15324 dated 12 June 2026). The focus is on a differentiated approach to the insurance record for persons with the status of combatants and persons with the status of war-related disabled persons, as well as the procedure for granting temporary incapacity benefits in the event of an accident at work pending the completion of the investigation.
