Informational reference on the Draft Law of Ukraine "On Amendments to the Code of Ukraine on Administrative Offenses and the Law of Ukraine "On the Ukrainian Parliament Commissioner for Human Rights" regarding strengthening the prevention and counteraction of anti-Semitism" (No. 14228-1, dated 18.11.2025)
Published on 25 December 2025, 16:00Abstract. The informational reference examines the advisability of amending administrative and tort legislation in terms of preventing and countering anti-Semitism, as well as granting the Ukrainian Parliament Commissioner for Human Rights the function of special coordinator for the implementation of the European Commission's recommendations and for consistency with the EU Strategy for Combating Anti-Semitism (2021–2030). The analysis was conducted in the context of the draft law (No. 14228-1, dated 18.11.2025).
The gaps and conflicts in the draft law that pose risks to the enforcement of its provisions are indicated.
