Informational reference on the Draft Law of Ukraine "On Amendments to the Code of Ukraine on Administrative Offenses and Certain Laws of Ukraine on Normalizing and Increasing the Efficiency of the Implementation of Parliamentary Control" (No. 14215-1, dated 02.12.2025)

The informational reference examines the legal grounds for improving administrative liability for failure to comply with legal requirements of the bodies of the Verkhovna Rada of Ukraine (hereinafter referred to as the Verkhovna Rada), as well as the introduction of administrative liability for the failure of an official or service person to appear at a plenary session of the Verkhovna Rada without good reason. The relevant study was conducted in the context of the proposals provided for in the draft Law of Ukraine (No. 14215-1, dated 02.12.2025).
The draft law is considered to comply with the requirements of the Constitution of Ukraine, the fundamental principles of law-making and parliamentary control, and the norms of current legislation on administrative liability.
The results of the research revealed risks that may hinder the proper implementation of the draft law during law enforcement activities, the achievement of the goal declared therein regarding the legislative provision of effective parliamentary control during the hearing of officials or service personnel invited to the plenary session of the Verkhovna Rada.
