Informational Reference on the Draft Law of Ukraine “On Amnesty of Persons, Prevention of Their Prosecution and Punishment in Connection with the Completion of the Military Aggression of the Russian Federation against Ukraine for the Purpose of National Reconciliation and Restoration of Constitutional Order” (No. 14317 dated 18 December 2025)
Published on 09 February 2026, 10:30Abstract. The informational reference examines the application of amnesty in the context of the Draft Law of Ukraine No. 14317 dated 18 December 2025.
The draft law is assessed as complying with the Constitution of Ukraine, the fundamental principles of law-making and legislative drafting techniques, as well as the provisions of the current legislation of Ukraine governing public relations in the field of amnesty.
The results of the analysis identify risks that may hinder the effective implementation of the draft law during law enforcement activities and the achievement of the objectives declared therein.
