Informational Reference on the Draft Law of Ukraine “On Amendments to Article 190 of the Criminal Code of Ukraine regarding the Criminalisation of Unlawful (Fraudulent) Acts committed through the Use of Information and Communication Systems or Artificial Intelligence Systems” (No. 15379 dated 3 July 2026)

Abstract. The informational reference examines the improvement of the grounds for criminal liability for fraud committed through the use of modern digital technologies, in particular artificial intelligence systems, in the context of Draft Law of Ukraine No. 15379 dated 3 July 2026.

The study analyses the compliance of the Draft Law with the requirements of the Constitution of Ukraine, the fundamental principles of legislative drafting, the current criminal legislation, and the legislation governing the protection of information in information, electronic communications, and information and communication systems.
