Parliamentary study on the grounds of criminal liability for the import, manufacture, sale and distribution of pornographic items in Ukraine.
Published on 15 January 2026, 15:00Abstract. The parliamentary research examines the issues of legislative determination of the grounds for criminal liability for the import, manufacture, sale, and distribution of pornographic items in Ukraine.
The Ukrainian and foreign experience (USA, Great Britain, Canada, Germany, France) of legal regulation of the circulation of pornographic objects has been analyzed; the practice of the European Court of Human Rights on determining the limits of state interference in a person's private life and restrictions on the right to freedom of expression in the context of protecting public morality has been analyzed; proposals have been formulated on directions to improve the legislative bases of criminal punishment for the circulation of pornography in Ukraine.
