Informational Reference on the Draft Law of Ukraine “On Amendments to the Law of Ukraine ‘On the Constitutional Court of Ukraine’ Regarding the Improvement of the Legislative Regulation of Certain Provisions Governing the Functioning of the Constitutional Court of Ukraine and the Establishment of Disciplinary Liability of Judges of the Constitutional Court of Ukraine” (No. 14321 dated 19 December 2025)

Abstract. The informational reference presents the results of an analysis of the Draft Law of Ukraine “On Amendments to the Law of Ukraine ‘On the Constitutional Court of Ukraine’ Regarding the Improvement of the Legislative Regulation of Certain Provisions Governing the Functioning of the Constitutional Court of Ukraine and the Establishment of Disciplinary Liability of Judges of the Constitutional Court of Ukraine” (No. 14321 dated 19 December 2025. The analysis is conducted in the context of taking into account the opinions of the Venice Commission, as well as with regard to the risks that may hinder the proper implementation of the objectives of the draft law.
