Abstract. The Scientific Concept presents the results of the analysis of the legislative regulation of the legal status of the parliamentary opposition in Ukraine. The main modern doctrinal approaches on the legal status of the parliamentary opposition are outlined. International standards for the legal regulation of the status of the parliamentary opposition are presented. Foreign and national experience in the legislative regulation of the legal status of the parliamentary opposition is analyzed. Proposals are developed to improve the regulation of the legal status of the parliamentary opposition in Ukraine.

Abstract. The Concept reveals the trends and experience of the European Union and European countries in implementing foresight as a tool for strategic planning, formulating public policies and supporting the legislative activity of the Parliament. Foresight is positioned as a methodology that allows expanding the research, information and analytical support of the parliament, taking into account the interests of future generations.

The Concept covers the history of foresight development, its methods, as well as foreign experience in implementing the results of foresight studies in the processes of public policy making. Particular attention is paid to the analysis of prospects and challenges of integrating foresight into the work of the Verkhovna Rada of Ukraine.

Abstract. The Concept aims to increase the institutional capacity of the committees of the Verkhovna Rada of Ukraine by developing proposals to improve the current legislation on determining the procedure for forming committees as bodies of the Verkhovna Rada of Ukraine, the rights and obligations of committees in the exercise of their functions. Abstract. Proposals have been developed to improve the procedural issues of consideration and adoption of draft laws and to increase the institutional capacity of the committees of the Verkhovna Rada of Ukraine in the legislative process.

It is expected that the implementation of the Concept will contribute to: improving the quality of draft laws as a result of the introduction of the «White Book» as one of the important tools of planning and predictability of the law-making process; coherence of the interests of the state and society in the legislative process; strengthening coordination between the subjects of the legislative initiative by streamlining the practice of implementing of legislative initiatives in accordance with the Plan of legislative work of the Verkhovna Rada of Ukraine; transparency of the legislative process, including through the introduction of a set of electronic forms of participatory democracy; optimization of the mechanism of expert assessment of draft laws; increasing the role of parliamentary committees in the legislative process and their institutional capacity; the efficiency and effectiveness of the current legislation, compliance of its completeness and content with modern requirements of the development of the state and its institutions, which will be ensured by the monitoring of legislative acts of Ukraine.
