Abstract. The Review Dossier examines the issue of incompatibility between a Member of Parliament’s mandate and the office of a member of the government. It analyses constitutional provisions, legislative norms, and decisions of the Constitutional Court of Ukraine that define the limits of compatibility and the mechanisms for early termination of powers. The dossier also highlights the position of the Venice Commission regarding the need to further specify the criteria of incompatibility and to enshrine them at the constitutional level. In addition, it reviews draft laws aimed at permitting the concurrent holding of a parliamentary mandate and a government office, as well as debates within the expert community concerning their constitutionality. The dossier further summarises approaches adopted in various states, illustrating two models governing the compatibility or incompatibility of a parliamentary mandate with the office of a member of the government.

Abstract. The Review dossier analyses the use of interpellation as an element of parliamentary control in selected European Union member states, as well as in Australia, Great Britain and the United States of America. The dynamics of the use of parliamentary requests were analysed regarding the invitation of ministers and other officials to the Verkhovna Rada of Ukraine, as well as the holding of “question time to the Government” from 2019 to 2025.

Abstract. The Review dossier is devoted to the analysis of the organizational and legal framework for staffing the public service in foreign countries. Attention is focused on the methods of determining the sufficient number of civil servants to ensure the effective functioning of public authorities. The problems of reforming the civil service in foreign countries related to the determination of the maximum number of civil servants are highlighted.

Abstract. The review dossier the legislative regulation of the issue of exercising control powers by MPs of Ukraine over the activities of state authorities, local self-government bodies, their officials, and heads of enterprises, institutions and organizations was analyzed. The theoretical and legal aspects of exercising controlling powers by MPs were described within the status of MPs of Ukraine. The legislative initiatives aimed at improving the control functions of MPs of Ukraine which have been developed and submitted to the Parliament and provides in the list.
