Partnership and cooperation, exchange of experience with foreign and domestic institutions and organizations, think-tanks, libraries, and higher education institutions, etc. is an integral part of the Research Service’s activities.

The Research Service has established cooperation with 15 international and foreign governmental and non-governmental organizations so far. Special emphasis has been placed on activating contacts with leading international organizations and their representative offices in Ukraine.

The Research Service cooperates with:

- the EU Delegation to Ukraine;

- the European Parliamentary Research Service (EPRS);

- the departments of the Secretariat of the European Parliament;

- the European Center for Parliamentary Research and Documentation (ECPRD);

- the Congressional Budget Office of the United States; 

- the USAID “RADA: Next Generation” Program (USAID - RADA Program);

the research services of foreign parliaments:

- the Legal, Legislative and Research Services (RLW) of the Parliamentary Administration of the Austrian Parliament,

- the Parliamentary Institute of the Parliament of the Czech Republic,

- the Georgian Parliamentary Research Center (GPRS),

- the Research Unit of Information and Communication Department of the Office of the Seimas of the Republic of Lithuania,

- the Knesset Research and Information Center,

- the Parliamentary Research Service at the Houses of the Oireachtas (Ireland),

- the Riksdag Research Service of Sweden,

- the National Centre for Parliamentary Research (NCPR) of Bulgaria; 

- the Research Service of Eduskunt of Finland.

The implementation of a number of joint projects on professional training (professional development) of Ukrainian MPs, employees of the Secretariat of the Verkhovna Rada of Ukraine and MPs’ assistants, employees of the Research Service of the Verkhovna Rada of Ukraine became a practical result of cooperation at the international level in 2023.

Thus, in cooperation with the Directorate for Democracy Support of the Directorate-General for Foreign Policy of the European Parliament and with the assistance of the EU Delegation to Ukraine, the Research Service organized 2 webinars for the Ukrainian MPs with the participation of members of the European Parliament. 

Within the framework of cooperation with the EPRS, employees of the Secretariat of the Verkhovna Rada of Ukraine and the Research Service joined 15 information sessions of the EPRS on topical issues of EU law.

Cooperation with the European Center for Parliamentary Research and Documentation (ECPRD) takes place by posting replies and requests in the ECPRD system, as well as via joint participation in seminars, in particular:

1) “Parliamentary Research Services – Relationships and Circles of Influence". Jerusalem, Knesset, March 22-23, 2023;

2) Webinar ECPRD-EPRS 2023 – "Strengthening democracy: research for effective parliamentary control". The European Parliament, online, June 1-2, 2023.

According to the results of the visit to the Research Service of the INTER PARES mission headed by the Program Manager J. M. Murphy and his meeting with the team of the Research Service, which took place on May 4, 2023, the parties defined possible areas of bilateral cooperation within the framework of the partnership of the Verkhovna Rada of Ukraine with the national parliaments of the EU Member States.

On March 4, 2023, a meeting with the leadership of the Friedrich Ebert Foundation in Ukraine was held, and the areas of potential cooperation as well as forming sustainable partnership between institutions were discussed.

Based on the Memorandum concluded between the Research Service of the Verkhovna Rada of Ukraine and the NGO "Internews Ukraine", as well as within the framework of the Memorandum of the NGO "Internews Ukraine" and the Secretariat of the Verkhovna Rada of Ukraine on cooperation in the implementation of the USAID - RADA Program, a strategic session was held to discuss the products of the Research Service (January 24, 2023). 10 trainings on special short-term (training) professional development programs for the Ukrainian MPs, employees of the Secretariat of the Verkhovna Rada of Ukraine, and MPs' assistants were organized and held by the Training Center of the Research Service in cooperation with the USAID - RADA Program.

The USAID - RADA Program provides financial and organizational support for foreign study visits of the Research Service’s team. Thus, from 19 to 21 April 2023, a delegation of employees of the Verkhovna Rada of Ukraine took part in a study visit to the Parliament of the Republic of Austria, and from April 24 to April 26, 2023 - to the Parliament of the Czech Republic. On June 26, 2023, at the invitation of the Parliament of the Republic of Austria, employees of the Research Service took part in the first Austrian "Day of Parliamentary Research", organized in the format of the conference. 

The implementation of joint research projects with the Parliamentary Institute of the Parliament of the Czech Republic has begun.

With the assistance of the group leader of the Finnish Parliament Research Service (Eduskunta) Tanja Nurmi, the staff of the Research Service receives assistance in searching and translating legal acts of Finland necessary for the preparation of analytical and information materials.

On June 28, 2023, an Agreement on Cooperation with the Institute of Eastern European Law (Regensburg, Germany) was signed. We discuss the participation of the Research Service in the project of the Institute (supported by the German Academic Exchange Service, DAAD) regarding "restorative justice" in Ukraine (the project is planned for implementation in 2024).

We continue the process of establishing cooperation with the Research Services of the German Bundestag (Germany), in particular, between the departments of both institutions in the "level to level" format for the purpose of prompt exchange of information on the legislation of Germany and Ukraine for use in the Research Services' materials.
