The Research Service of the Verkhovna Rada of Ukraine has prepared an informational reference on improving the legal regulation for gender budgeting in Ukraine.
The reference examines the main methods and tools of gender budgeting applied in OECD countries, as well as the European Union’s approaches to implementing the principle of gender mainstreaming.
Particular attention is paid to the integration of a gender perspective into the budget process, including the assessment of the gender impact of budgetary measures, gender budget tagging, the evaluation of budget programme outcomes after their implementation, and the formats for presenting relevant information together with budget documentation.
The reference also analyses the experience of Sweden, France and Finland in presenting gender budget information, as well as issues of parliamentary reporting and oversight. It further substantiates the need to enshrine in law the mandatory submission of a gender budget statement as part of Ukraine’s budget process and to introduce a mechanism for subsequent reporting on the results of applying gender-responsive budgeting.
