Abstract. International labor migration is an integral part of modern economic life. Labor migrants are important both for the economy of developed countries, in terms of staffing various sectors of production, and for the countries who are “providers” of labor resources. A significant part of the funds earned by migrants is sent to the homeland, thus reducing the poverty level of its population. States’ perception of migratory interdependence stimulates the active search for legal mechanisms that allow migration flows to become more orderly and thereby ensure the effective use of migrants’ labor potential and guarantees of their rights. One of the mechanisms of such regulation is employment permits.

Key words: migration, employment, employment permit, employment mediation, professional requirements, free movement, foreign nationals, labor force, immigration policy.

Abstract. The overview dossier deals with the research of the legislative regulation of granting a separate status to Defenders of Ukraine and their family members. Considerable attention was paid to the issues of updating the legislation in terms of social protection of war veterans (combatants) as benefit-oriented citizens in view of the need to distance from the “Soviet” organization of the system of relevant measures. Theoretical aspects of introduction of legal status for a new category of persons who “directly participated in operations to protect the independence, sovereignty and territorial integrity of Ukraine” was outlined. The historical and legal aspects of the mentioned issues have been studied. European Court of Human Rights practice has been analyzed; such practice indicates a constant increase in the number of categories of applications related to Ukraine’s violations of the rights of individuals due to unjustified refusal to grant status or unjustified deprivation of status, as well due to failure to provide benefits or assistance based on lack of funding. Opinions on the issues raised in the applications were summarized and briefly stated in the Conclusion.

Key words: social protection system, war veteran, combatant, Defender, legal status, benefits, social support.
