On July 15, as part of the event "Post-legislative control as a tool for the legislation quality assessment: the experience of the Verkhovna Rada of Ukraine committees," Research Service staff members Iryna Humenyuk and Tetiana Barabash took part in a discussion of the pilot project results, analyzing the effectiveness of the implementation of laws selected by the Verkhovna Rada of Ukraine committees to study application of the methodology, with the support of the Westminster Foundation for Democracy (WFD).
The event was attended by the Deputy Head of the Secretariat of the Verkhovna Rada of Ukraine - Head of the Main Legal Department Mykhailo Tepliuk, Head of the Accountability Department of the WFD Franklin de Vrieze, WFD representative Vasyl Segin, employees of the Secretariat of the Verkhovna Rada of Ukraine, etc.
Analyzing the pilot project results, participants paid attention to the main organizational challenges of post-legislative control. During the discussion, representatives of the Research Service emphasized for the committee secretariats that the Parliament should move from pilot post-legislative control projects to a full-fledged legal assessment of regulatory acts and an assessment of their implementation effectiveness, which will be carried out on a regular basis in accordance with the Law of Ukraine “On Law-Making Activities.” To ensure such activities, the Research Service has developed a Post-Legislative Control Guide (https://research.rada.gov.ua/uploads/documents/33502.pdf), the main purpose of which is to provide explanations and form a unified approach to the organization and conduct of post-legislative control by the committees of the Verkhovna Rada of Ukraine.
