As part of the ongoing cooperation between the Research Service of the Verkhovna Rada of Ukraine and the Institute for Legal Studies (Budapest, Hungary), an educational webinar was held on the topic “EU Environmental Liability Directive”.
The keynote speaker was Dr. Gábor Kecskés, Research Fellow at the HUN-REN Centre for Social Sciences, Institute for Legal Studies (Budapest, Hungary), and Associate Professor at the Faculty of Law, Széchenyi István University (Hungary).
The webinar covered the following key aspects:
• the general provisions and legal nature of Directive 2004/35/EC;
• characteristics of the key principle of EU environmental policy «the polluter pays»;
• types of environmental liability;
• the role of Member States in carrying out preventive and remedial measures;
• exemptions from the Directive’s scope and its relationship with international agreements .
Special attention was given to the practical challenges faced by EU Member States in implementing the provisions of Directive 2004/35/EC, as well as to the insights that may prove useful for Ukraine in the context of its European integration.
Simultaneous interpretation for the webinar was provided thanks to “Ukraine2EU – EU Integration Support Programme for Ukraine”, which made the event accessible to a broader audience.
