On 7 October 2025, the Research Service of the Verkhovna Rada of Ukraine hosted an educational webinar on the topic “The Functioning of EU Public Procurement Surveillance”.
The session was led by Stefan Weber, Professor of International Business and Finance Law at the Europa-Institut, Saarland University (Saarbrücken, Germany), and a graduate of Harvard Law School (LL.M.).
During the lecture, the legal foundations of the public procurement system of the European Union (EU) were presented, including the provisions of Directives 2014/24/EU, 2014/25/EU, 2014/23/EU, 2009/81/EC, as well as the Remedies Directives 89/665/EEC and 92/13/EEC.
In his presentation, Professor Weber also highlighted the key principles of EU public procurement – transparency, equality, non-discrimination, proportionality, and the promotion of competition. Particular attention was devoted to the system of supervision and control over compliance with procurement rules, which operates at both the national and European levels. The lecture also examined the activities of review bodies, monitoring authorities, and competition institutions, along with the role of the European Commission in ensuring fair competition and a level playing field within the EU internal market.
This webinar formed part of the Research Service’s broader series of educational events designed to strengthen the analytical capacity of the Verkhovna Rada of Ukraine and to support the country’s process of European integration.
