On 17 September 2026, Natalia Mamchenko, Chief Scientific Consultant of the Department of Legal Policy and Public Administration of the Research Service, participated in the second international foresight workshop “Scenarios for Elections in Ukraine”, organised by the Institute for the Danube Region and Central Europe (IDM, Vienna, Austria) and chaired by the Institute’s Director, Sebastian Schäffer, where she presented Ukraine’s experience and current legislative approaches to a number of issues addressed in the proposed scenarios.

The workshop continued the expert dialogue launched during the first event in June 2026 and provided a platform for examining the scenarios proposed by the Institute for the Danube Region and Central Europe in the context of Ukraine’s constitutional and electoral legislation, as well as for discussing their practical implementation. Participants considered the legal, security, organisational and international aspects of the potential scenarios, as well as the conditions necessary to ensure an inclusive electoral process in line with democratic standards.

Particular attention was given to the constitutional and legislative requirements for holding future elections, the exercise of electoral rights by Ukrainian citizens residing or temporarily staying abroad, internally displaced persons, military personnel and citizens from the temporarily occupied territories of Ukraine, as well as the role of international support in the organisation and conduct of the electoral process.
