As part of the cooperation between the Research Service of the Verkhovna Rada of Ukraine and the Research Service of the Parliament of the Kingdom of Sweden, an educational webinar was held on “Models of Budget Analysis in the Swedish Parliament”.
The speaker was Dr. Gunnar Fors, Head of the Research Service of the Swedish Parliament, who shared practical approaches to providing analytical support to Swedish parliamentarians in the field of budget policy.
The presentation covered the following topics:
-requests for budget analysis submitted by members of parliament, party group secretariats, and parliamentary committees;
-the structure and functioning of the Research Service and the Budget Office of the Swedish Parliament;
-types of analytical outputs, including assessments of proposed changes to revenues and expenditures, analysis of the government budget, alternative “shadow” budgets developed by opposition parties, and comparative evaluations against the official budget;
-the application of budget analysis models, including microsimulations and the MacBud model.
The event provided a valuable opportunity for Ukrainian experts to gain insights into practical approaches for assessing legislative budget initiatives and enhancing parliamentary oversight of public finances.
