Abstract. The Information note presents the results of the analysis of the implementation of the Recommendations of the European Parliament Needs Assessment Mission, developed to improve the quality of Ukrainian parliamentarism and set out in the Report and Roadmap on Internal Reform and Institutional Capacity Building of the Verkhovna Rada of Ukraine, recognized as the basis for internal reform and institutional capacity building of the Verkhovna Rada of Ukraine according to the Resolution of the Verkhovna Rada of Ukraine of March 17, 2016, No. 1035-VIII.

Abstract. The information note indicates that the legal regime of martial law has led to the transformation of the political system of Ukraine, associated with the functioning of new governing bodies, the provision of additional tasks and functions to state and local governments, the objective limitation of a number of citizens' rights, changes in information policy and information space. In this regard, the state of execution of parliamentary instructions of the Cabinet of Ministers of Ukraine contained in legislative acts, as well as the legitimacy of the formation of authorities through elections, is analyzed.

Abstract. A comparative analysis and generalization of the legislation of foreign countries, in particular the EU member states, on the peculiarities of the establishment and functioning of parliamentary budget offices as independent fiscal institutions under parliaments were conducted. The experience of Austria, Greece, Ireland, Italy, Portugal, Slovakia, the Netherlands, Spain, the United States and Canada were analyzed.

Abstract. The article presents the results of a review of the legislation of Lithuania, Croatia and Sweden on media representatives access to parliaments. Attention is focused on the peculiarities of regulating the procedure for accreditation of journalists, their admission to buildings, presence at meetings and other events of the parliament, as well as restrictions on such access.
