In the first quarter of 2026, the Research Service of the Verkhovna Rada of Ukraine continued its systematic work on providing informational and analytical support for the EU integration activities of Parliament. During the reporting period, a number of analytical and informational materials were prepared, including on the following topics:
- Integrated border management in candidate countries ;
- The legal nature of an imaginary conflict of interests;
- Migration management and asylum provision, combating transnational crime;
- International cooperation in criminal proceedings;
Policy reviews of the EU, particularly in the areas of energy, ecology and the green transition, as well as construction and demolition waste management were prepared. Regular issues of EU acquis digests were also released, covering EU acts adopted in December 2025, January–February 2026, decisions of the Court of Justice of the EU adopted in December 2025, January 2026, and February 2026 , as well as the plan for the Ukraine Facility (overview for Q4 2025 and Q1 2026).
At the same time, educational activities remained a key area of work. During the reporting period, a series of webinars was delivered, including: “International Cooperation in the Investigation and Prosecution of International Crimes” (negotiation chapter 23 “Judiciary and Fundamental Rights”); “Parliamentary Analytical Research on EU Foreign Policy” (negotiation chapter 31 “Foreign, Security and Defence Policy”); “EU Climate Policy: The European Green Deal” (negotiation chapter 27 “Environment and Climate Change”); “EU Energy Policy” (negotiation chapter 15 “Energy”); and “Judicial Independence: Key Criteria and Trust in Justice” (negotiation chapter 23 “Judiciary and Fundamental Rights”).
The above-mentioned events were organised in cooperation with international partners, including the European Parliamentary Research Service, as well as the EU-funded projects INTER PARES and Pravo-Justice. In addition, experts of the Research Service of the Verkhovna Rada of Ukraine delivered training within a professional development programme on the approximation of legislation in the field of whistleblower protection to EU law (negotiation chapter 23 “Judiciary and Fundamental Rights”).
The activities implemented contributed to enhancing the quality of legislative work in the context of European integration and to strengthening the professional competencies of participants in the legislative process.
