The Research Service of the Verkhovna Rada of Ukraine has prepared an informational reference on the legislative framework for the digitalisation of judicial proceedings in Ukraine and its alignment with European Union law.
The brief analyses the legal and institutional foundations for the introduction of information and communication technologies in the justice sector, including the development of the Unified Judicial Information and Communication System (UJICS), the use of electronic user accounts, electronic document management, and videoconferencing in court proceedings.
Particular attention is paid to European approaches to the digital transformation of justice systems. The reference examines the provisions of the European Ethical Charter on the Use of Artificial Intelligence in Judicial Systems, the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, as well as Regulation (EU) 2024/1689 on Artificial Intelligence. It also highlights the approaches adopted by European institutions to ensure the safe, transparent, and human-centred use of modern technologies in the administration of justice.
The paper further examines the current state and future development of e-justice in Ukraine in the context of the country’s European integration commitments, particularly with regard to improving digital judicial services, enhancing mechanisms for remote participation in court hearings, and aligning national legislation with the EU acquis.
