To familiarize with the practice of conducting parliamentary post-legislative control over the implementation of laws, Deputy Head of the Department for Humanitarian and Social Policy of the Research Service Iryna Humeniuk, as part of a delegation of employees of the Apparatus of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine, made a study visit to the Parliament of the French Republic.

During the visit, the delegation held meetings with the Secretary General of the National Assembly, the Director General of the Legislative Departments of the Standing Commissions and the Head of the Inter-Parliamentary Cooperation and Bilateral Affairs Department of the Assembly, at which the basic provisions of the French Constitution and the Rules of Procedure of the National Assembly regarding the purpose, procedure, methodology and consequences of parliamentary post-legislative control were presented.

Monitoring the implementation of laws and assessing their impact are carried out by both chambers of Parliament. The vast attention is paid to assessing the implementation of budget laws. In accordance with the provisions of the Organic Law on the Implementation of the Provisions of Financial Laws (LolF 2001), control is exercised over all laws that contain financial and legal norms. For this purpose, "assessment and control commissions" are created – temporary commissions (up to 6 months), the main task of which is to study the implementation of sectoral state policies.

Within the framework of the training, it was held a meeting with the staff of the Accounting Chamber, which is one of the main subjects of the analysis of the implementation of financial and legal norms of laws and the assessment of budget expenditures.

The members of the delegation had the opportunity to attend the meetings of the National Assembly and the Senate on the occasion of the "Week of parliamentary questions to the government". One of the methods of assessing the effectiveness of the implementation of laws is the compilation by deputies of parliamentary commissions of questionnaires for the Government on the implementation of the provisions of the law, the implementation of which is assessed by the Parliament.
