An educational webinar on “EU External Relations Law” was held as part of the ongoing cooperation between the Research Service of the Verkhovna Rada of Ukraine and the Institute for Legal Studies (Budapest, Hungary).

The session was led by Dr. Balázs Horváthy, Research Fellow at the HUN-REN Centre for Social Sciences, Institute for Legal Studies (Budapest, Hungary), and Associate Professor at the Faculty of Law and Political Sciences, Széchenyi István University (Győr, Hungary).

 The webinar explored several key topics:

-General principles of the EU’s external policy and the enlargement process, with a focus on the Treaty on European Union and the Treaty on the Functioning of the European Union;

-The common commercial policy of the EU as an example of exclusive Union competence, highlighting key case law, procedures for concluding international agreements, and current challenges such as investment screening, export controls, and the concept of “economic sovereignty”;

-Development cooperation and humanitarian aid, emphasizing the EU’s role as a leading global donor promoting sustainable development goals and upholding humanitarian standards.

 The webinar served as a valuable platform for knowledge exchange and deepened participants’ understanding of the EU’s legal and policy framework in the field of external relations.

Simultaneous interpretation for the webinar was provided thanks to “Ukraine2EU – EU Integration Support Programme for Ukraine”, which made the event accessible to a broader audience.
