On 22 September 2025, the Research Service of the Verkhovna Rada of Ukraine, in partnership with the EU Project Pravo-Justice, hosted an educational webinar titled “Legislative Framework for Minimizing Corruption Risks and Building an Anti-Corruption Compliance System”.
In their opening remarks, Lesia Vaolevska, Head of the Research Service of the Verkhovna Rada of Ukraine, and Maja Cvitan Grubišin, Component Leader of the EU Project Pravo-Justice, emphasized that the development of an effective anti-corruption compliance system is a vital prerequisite for strengthening citizens’ trust in public institutions and ensuring greater transparency in their operations.
The event brought together leading Ukrainian and international experts in the field of anti-corruption policy:
· Francesco De Sanctis, International Short-Term Expert of the EU Project Pravo-Justice, presented legislative tools for preventing corruption among parliamentarians, stressed the importance of codes of conduct and ethical standards, and highlighted examples of best practices from EU Member States.
· Žydrūnas Bartkus, International Anti-Corruption Expert and former Head of the Special Investigation Service of Lithuania, shared Lithuania’s experience in combating corruption – from regulating lobbying and addressing conflicts of interest to establishing analytical units for identifying corruption risks.
· Anton Marchuk, Senior Expert on Anti-Corruption Policy with EUACI, focused on Ukraine’s legislative framework governing the ethical conduct of public officials, mechanisms for managing conflicts of interest, and systems for declaring assets and interests. He also underlined key recommendations from the Group of States against Corruption (GRECO) and the Organisation for Economic Co-operation and Development (OECD) for further strengthening the national system.
Participants agreed that establishing a robust anti-corruption compliance system is an integral part of enhancing transparency and integrity within public institutions, particularly in the context of Ukraine’s European integration process.
The webinar provided a valuable platform for discussing practical steps to align national legislation with international standards and facilitated an exchange of knowledge and best practices between Ukrainian and European experts.
Simultaneous interpretation for the webinar was provided thanks to EU Project Pravo-Justice, which made the event accessible to a broader audience
