On 1 December 2025, during an online signing ceremony, the Head of the Research Service of the Verkhovna Rada of Ukraine, Lesia Vaolevska, and the Director General of the International Centre for Black Sea Studies, Georgios Mitrakos, formalized a Memorandum of Understanding, establishing a long-term institutional framework for cooperation.
The memorandum brings together the parties’ expert and analytical capacities to support fundamental scientific research, develop policy-relevant strategic analytical products, and ensure a systematic exchange of knowledge. The cooperation will also extend to the joint design and implementation of professional training programmes, strengthening institutional learning and analytical skills.
A core pillar of the partnership includes enhancing expert dialogue on environmental, economic, and democratic challenges across the Black Sea Region.
