On 3 June 2026, the Research Service of the Verkhovna Rada of Ukraine and the European Parliamentary Research Service (EPRS) jointly organised a round table entitled “Ukraine’s Reconstruction as a Pillar of European Security”. The event brought together representatives of the parliamentary research services of Ukraine and the European Parliament, as well as experts in the fields of economic development, reconstruction financing, the rule of law and democratic governance.
The participants were welcomed by Sarah SHEIL, Director of the Members’ Research Service at EPRS, and Lesia VAOLEVSKA, Head of the Research Service of the Verkhovna Rada of Ukraine. In their opening remarks, they emphasised that Ukraine’s reconstruction is not only about rebuilding damaged infrastructure, but also about strengthening security and stability across Europe. Particular attention was paid to the importance of cooperation between Ukrainian and European institutions in supporting reforms and advancing Ukraine’s path towards membership of the European Union.
During the thematic sessions, representatives of parliamentary research services and leading European think tanks presented expert assessments of the strategic priorities for Ukraine’s post-war recovery, financing mechanisms for reconstruction, and the role of democratic institutions in this process.
Special attention was devoted to the rule of law, transparency, anti-corruption measures and parliamentary oversight as essential prerequisites for effective reconstruction. Participants also discussed strengthening institutional capacity, enhancing international cooperation and supporting reforms as key factors for the successful recovery of Ukraine and its further integration into the European Union.
The round table contributed to further strengthening cooperation between the Research Service of the Verkhovna Rada of Ukraine and EPRS and provided a valuable platform for the exchange of experience, analytical insights, and discussions on the challenges and opportunities associated with Ukraine’s post-war recovery.
