On 11 June 2026, the Research Service of the Verkhovna Rada of Ukraine participated in the international foresight event “Scenarios for Elections in Ukraine”, organised by the Institute for the Danube Region and Central Europe (IDM, Vienna, Austria) and led by its Director, Sebastian Schäffer.
The event brought together international experts, representatives of civil society, and members of the academic community to discuss possible scenarios for the development of the electoral process in Ukraine, as well as factors that may shape its course in the medium and long term.
Natalia Mamchenko, Chief Scientific Consultant of the Research Service, presented the study “Ensuring the Exercise of Ukrainian Citizens’ Voting Rights Abroad: Challenges and International Experience”. The presentation examined the practices of Central and Eastern European countries regarding voter verification, the organisation of out-of-country voting, and the expansion of polling station networks. Particular attention was paid to ensuring the accessibility of electoral procedures for Ukrainian citizens residing abroad.
The study is based, inter alia, on proposals developed by the Central Election Commission of Ukraine and on the work of the Working Group established to prepare comprehensive legislative proposals concerning the organisation and conduct of elections during a special period and/or following the termination or lifting of martial law.
The Research Service of the Verkhovna Rada of Ukraine will continue to contribute to the international expert dialogue on the development of the electoral process and the safeguarding of citizens’ electoral rights.
