On 10 June 2026, an online lecture entitled “The Work of Parliament under Martial Law” was held as part of the cooperation between the Research Service of the Verkhovna Rada of Ukraine and Jagiellonian University (Kraków, Poland).

The lecture was delivered to students and academic staff of the University by Anna Kondratova, Head of the Economic Development and Financial Policy Department of the Research Service of the Verkhovna Rada of Ukraine.

During the event, participants gained insights into the functioning of the Verkhovna Rada of Ukraine under martial law. In particular, the lecture addressed the legal framework governing parliamentary activities, key changes to parliamentary procedures, the role of parliamentary committees in ensuring the continuity of the legislative process, as well as the work of the Secretariat of the Verkhovna Rada of Ukraine during wartime.

Special attention was devoted to the digital transformation of parliament, prospects for the further digitalisation of parliamentary processes, and the introduction of modern digital tools into the work of the Verkhovna Rada of Ukraine.

The event provided an opportunity to discuss the challenges and specific features of parliamentary work in a complex security environment, as well as Ukraine’s experience in ensuring the continuity of democratic processes during wartime.
