Olha Strieltsova, Head of the Sector for Legislative Support for Economic Modernisation, and Ruslana Kotsiuba, Chief Consultant of the Sector for State Policy in the Field of National Security, took part in the Second Cross-Regional Autumn School on EU Integration, held in Chisinau, Moldova, on 21–25 September 2026. The programme focused on “Public Administration in an Evolving EU Enlargement Dynamics”.
The event was implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) within the framework of Regional Cooperation for EU Integration (RCEI) and Public Administration Reform in the Eastern Partnership. The School brought together more than seventy participants from Eastern Partnership countries – Ukraine, Moldova and Armenia – and the Western Balkans.
The programme included thematic discussions, presentations by international experts and diplomats, round-table discussions, and practical exchanges of experience among representatives of the Western Balkans and Eastern Partnership countries. The agenda covered public administration reform, new pathways, realities and the architecture of EU enlargement, financial support instruments and the new Multiannual Financial Framework, strategic communications, the closing of negotiation chapters and implementation of the acquis, as well as geopolitical risk analysis and the development of strategies to mitigate the impact of low-probability, high-impact events (“black swans”).
As part of the programme, participants paid a working visit to the Parliament of the Republic of Moldova to discuss ways of strengthening parliamentary oversight of the EU integration process and to learn about the Self-Assessment Process of Western Balkan Parliamentary Committees for EU Integration.
The participation of representatives of the Research Service in the Second Cross-Regional Autumn School contributed to strengthening professional expertise relevant to the information and analytical support of the Verkhovna Rada of Ukraine in the field of European integration.
