Abstract. The informational reference considers the need to bring the norms of the Law of Ukraine “On the National Guard of Ukraine” into line with the requirements of paragraph twenty-nine of Article 1 of the Law of Ukraine “On Defense of Ukraine” in order to regulate the functions and obligations of the National Guard of Ukraine to participate in civil-military cooperation activities, in the context of the draft law of Ukraine (No. 14287, dated 10.12.2025).
The draft law is considered to comply with the requirements of the Constitution of Ukraine, the fundamental principles of lawmaking, and the norms of current legislation.

Abstract. The informational reference examines the issues of improving criminal liability for damage or destruction of pipeline transport facilities in the oil and gas sector during a state of war or emergency in the context of the draft Law of Ukraine (No. 14293, dated 11.12.2025).
The draft law is considered to comply with the requirements of the Constitution of Ukraine, the fundamental principles of law-making activity, and the norms of current criminal and criminal procedural legislation.

Abstract. The informational reference examines the legal grounds for improving administrative liability for failure to comply with legal requirements of the bodies of the Verkhovna Rada of Ukraine (hereinafter referred to as the Verkhovna Rada), as well as the introduction of administrative liability for the failure of an official or service person to appear at a plenary session of the Verkhovna Rada without good reason. The relevant study was conducted in the context of the proposals provided for in the draft Law of Ukraine (No. 14215-1, dated 02.12.2025).
The draft law is considered to comply with the requirements of the Constitution of Ukraine, the fundamental principles of law-making and parliamentary control, and the norms of current legislation on administrative liability.
The results of the research revealed risks that may hinder the proper implementation of the draft law during law enforcement activities, the achievement of the goal declared therein regarding the legislative provision of effective parliamentary control during the hearing of officials or service personnel invited to the plenary session of the Verkhovna Rada.

Abstract. The informational reference considers the issue of legislative regulation of the payment of remuneration to a whistleblower in the context of the draft Law of Ukraine (No. 14274, dated 04.12.2025). The compliance of the proposed changes with the current Criminal Procedure Code of Ukraine and anti-corruption legislation, and the rules of normative drafting techniques is considered.

Abstract. The informational reference examines proposals regarding the institution of investigation in the context of the draft law (No. 14269, dated 14.08.2025), in particular, regarding the prohibition of entrusting the pre-trial investigation of a criminal offense initiated by a detective of the National Anti-Corruption Bureau of Ukraine or a prosecutor of the Specialized Anti-Corruption Prosecutor’s Office to other pre-trial investigation bodies, as well as regarding the assignment of certain offenses to the investigation of the National Anti-Corruption Bureau of Ukraine. The regulatory proposals were examined for feasibility and consistency with current legislation. Certain risks that may hinder the achievement of the goal of the draft law are indicated.

Abstract. The informational reference considers the issue of strengthening administrative responsibility for the demonstration or distribution of films without entering them into the State Register of Films, violation of the conditions for the distribution and demonstration of films established by the legislation on cinematography, failure by officials and citizens - subjects of cinematography to comply with the quota for the demonstration of national films when using national screen time in the context of the draft law (No. 14275, dated 05.12.2025).

Abstract. The informational reference analyzes the feasibility of supplementing the Code of Ukraine on Administrative Offenses with a new Article 82-9, which establishes administrative liability for violation of waste management requirements during the operation of floating houses, in the context of the draft Law of Ukraine (No. 14190, dated 05.11.2025). The compliance of the proposed changes with the current administrative and tort legislation, the environmental legislation of Ukraine, special legislation on waste management and water resources protection, as well as the rules of normative design techniques, is considered, and the risks of the draft law are identified.

Abstract. The informational reference examines the advisability of amending administrative and tort legislation in terms of preventing and countering anti-Semitism, as well as granting the Ukrainian Parliament Commissioner for Human Rights the function of special coordinator for the implementation of the European Commission's recommendations and for consistency with the EU Strategy for Combating Anti-Semitism (2021–2030). The analysis was conducted in the context of the draft law (No. 14228-1, dated 18.11.2025).
The gaps and conflicts in the draft law that pose risks to the enforcement of its provisions are indicated.

Abstract. The informational reference contains an analysis of the draft Law of Ukraine (No. 14228, dated 17.11.2025), which provides for amendments to the current legislation regarding the introduction of a special coordinator for preventing and countering anti-Semitism. The draft law is aimed at implementing the provisions of the EU Strategy on Combating Anti-Semitism and Promoting Jewish Life (2021-2030), which requires the appointment of relevant coordinators.
The violation of the systematicity and coherence of the draft law norms, as well as the lack of functional unity (ensuring the formation and implementation of policy should be the responsibility of one special body), is substantiated. Attention is drawn to the presence of legal gaps due to the absence of a norm on liability for failure to comply with or obstruction of the implementation of legal requirements and mandatory measures taken by the authorized central executive body.

The informational reference considers the issue of expanding the circle of entities whose legal claims are subject to enforcement, as well as the introduction of administrative liability for the failure of an official or civil servant (except for the President of Ukraine and judges) to appear at a plenary session of the Verkhovna Rada of Ukraine without valid reasons in the context of the draft Law of Ukraine (No. 14215, dated 14.11.2025). The analysis identified certain risks associated with the draft law.
