In particular, it addresses the recording of court proceedings, the pronouncement of court decisions, and the transfer of motions for the imposition or extension of a preventive measure to another judge (court).

Abstract. The informational reference analyzes the feasibility of amending the Code of Ukraine on Administrative Offenses with regard to extending the time limits for bringing persons to administrative liability and increasing fines for violations of financial legislation in the context of the draft Law of Ukraine (No. 15043 dated 24 February 2026). It examines the compliance of the proposed amendments with current administrative tort legislation, the financial legislation of Ukraine, legislation on state financial control, as well as with the rules of legislative drafting technique, and outlines the risks associated of the draft law.

Abstract. The informational reference analyses the transformation of the justice system of Ukraine in the context of the negotiation process on Ukraine’s accession to the European Union and the completion of the bilateral screening of legislation under negotiating Chapter 23 “Judiciary and Fundamental Rights”. It examines recent European trends, in particular the implementation of e-justice standards, the ethical boundaries of the use of artificial intelligence (AI), overcoming the professional isolation of judges through “intervision” mechanisms, and improving the quality and clarity of judicial decisions. Special attention is paid to assessing the operational capacity of judicial governance bodies, the results of establishing an autonomous system of disciplinary accountability, and the implementation of merit-based procedures for the selection of judges based on objective integrity criteria. The reference also provides a critical analysis of systemic challenges that threaten the functional stability and continuity of the justice system under martial law.

Abstract. The informational reference examines the legal grounds for enhancing criminal liability for threats or acts of violence against a state or public figure in the context of the proposals set out in the draft Law of Ukraine (No. 14372 dated 12 January 2026).

The draft law is assessed as complying with the requirements of the Constitution of Ukraine, the fundamental principles of law-making and criminal legislation, and the provisions of international legal instruments establishing legal liability for threats, public calls for violence, or attacks against government representatives or political figures.

The research also identified certain risks that may hinder the effective implementation of the draft law in law enforcement practice and impede the achievement of its declared objective, namely strengthening the legislative protection of state or public figures and their close relatives from attacks on life, health and property, particularly in the context of repelling Russia’s armed aggression.
