As part of the cooperation between the Research Service of the Verkhovna Rada of Ukraine and the University of Genoa (Italy), an educational webinar was held, dedicated to the practical principles of drafting bills in the context of aligning Ukrainian legislation with European Union law.

The speaker of the event was Professor Enrico Albanesi – Associate Professor of Constitutional Law at the University of Genoa and Associate Research Fellow at the Institute of Advanced Legal Studies, University of London (United Kingdom).

The webinar focused on the following topics:

- sources of European Union law;

- the processes of transposition, implementation, and approximation of legislation;

- the five key stages of legislative drafting;

- modern legislative drafting techniques in the context of adapting Ukrainian law to the EU acquis.

Professor Albanesi shared in-depth knowledge and practical approaches to legislative drafting, including techniques for replicating EU legal terminology and interpreting legal norms in light of national legal traditions. Special emphasis was placed on the need for thorough analysis of EU legal acts and their alignment with the concepts of existing Ukrainian legislation to ensure accuracy, legal certainty, and effective law enforcement.

Participants had the opportunity to engage in a productive professional discussion following the lecture, share their experiences, and examine the practical aspects of aligning legislation with EU standards.

We extend our sincere thanks to Professor Enrico Albanesi for his highly informative and timely lecture, as well as for the open and engaging professional dialogue. We look forward to continuing this fruitful cooperation!

Simultaneous interpretation for the webinar was provided thanks to “Ukraine2EU – EU Integration Support Programme for Ukraine,” which made the event accessible to a wider audience.
