As part of the cooperation between the Research Service of the Verkhovna Rada of Ukraine and the European Parliamentary Research Service, an educational webinar was held on the topic “State of Play and Outlook on EU Support for Ukraine: Ukraine Facility and Ukraine Loan Cooperation Mechanism.”

The event featured Tim Peters, Head of the Budgetary Policies Unit at the Directorate-General for Parliamentary Research Services of the European Parliament.

During the webinar, the following issues were addressed:

-the structure and operating principles of the Ukraine Facility – the EU’s key financial support tool for Ukraine, which foresees over €38 billion in grants and loans;

-mechanisms for implementing reforms and investments under the Ukraine Plan, including funding conditions and progress monitoring;

-the role of the Ukraine Loan Cooperation Mechanism (ERA Loan Initiative), which enables the use of proceeds from frozen assets of the Central Bank of the Russian Federation for Ukraine’s benefit;

-current and planned volumes of assistance, particularly with the involvement of G7 countries.

 Special attention was given to comparing military, financial, and humanitarian aid provided by the EU and the United States, as well as to the long-term financial outlook for Ukraine in the context of the EU’s post-2027 Multiannual Financial Framework.
